Note from inspector:
Here is the summary of my walkthrough at 58TH AVENUE SELF STORAGE:
I met John Galan at Hill Petroleum at 2:00 on January 18th, 2024.
We met Todd at the front entrance before we started the walk through, shortly after we asked him questions about how close to being finished building he really was. Todd stated he was just finishing punch list items from the building department and cleaning up. He asked if he could walk with us, and we politely declined. We asked where the meter pit was located. Todd pointed to it and went inside. I retrieved my tools from my truck and proceeded to the meter pit. We used the meter key to open the lid and discovered no meter but a stick of copper pipe connecting the water lines. John and I both took photos at that time and continued with the walk noting other items that will need attention before C/O is approved.
John and I returned to City Hall and I showed pictures of the meter pit to Scott.
Scott called Todd and told him he was being issued a stop work order and there was a conversation about the seriousness of these actions.
Scott called Jim and he advised us how to proceed and gather evidence and to confiscate the jumper.
Scott called Todd and told him not to remove the jumper that the Meter department would remove and confiscate it. Todd stated they had already removed it but would place it back in the pit.
I returned to the Self Storage jobsite and waited for the Meter shop to arrive.
I took several pictures of the pit and its location as well as Shawn Hoy from the Meter Department retrieving the jumper from the pit.
There was some casual conversation with Todd and another gentleman but nothing was stated about consequences or penalties, just that it was serious but not the end of the world.

The "jumper" that was used is in our possession.
